AACCC-UG e-Counseling for Admission to All India Quota seats of BAMS/BSMS /BUMS/ BHMS under Govt. /Govt. Aided/ Central Universities (CU)/National Institutes (NI)/Deemed University (DU) and of B. Pharm(Ay) Seats under ITRA, Jamnagar for the A. Y. 2024-25

The allotment of seats is based on the candidate's merit in the NEET (UG)- 2024 Examination conducted by the National Testing Agency (NTA). For the A.Y 2024-25, M/o Ayush has decided to include the AIQ seats of B. Pharm (Ay) ITRA, Jamnagar, in the AACCC-UG counseling and the allotment for the said seats is based on the candidate's merit in the NEET (UG)- 2024 as per the eligibility conditions in the relevant Regulations laid down under ITRA Act 2020. The AACCC under the Ministry of Ayush, will conduct four rounds of online counseling for admissions into 15% All India Quota (AIQ) seats. These rounds include the 1st, 2nd, and 3rd rounds, followed by two phases of the Stray Vacancy Round (SVR-I & SVR-II).

COUNSELING ROUNDS
Round 1
Eligibility for participationOnly NEET (UG)-2024 qualified candidates are eligible to apply for the AACCC-UG counseling.
Process

Step 1: Registration for AACCC-UG Counseling for admission to ASU&H-AIQ and to AIQ-B. Pharm (Ay) seats of ITRA, Jamnagar.

Step 2: Payment of Counseling Fee (Non-Refundable Registration Fee + Security Deposit Money) as per the candidate’s preference on the ‘selection of counseling’ in the AACCC-UG Portal i.e., (i) AIQ-Govt. (ii) Central Universities-National Institutes (iii) AIQ- Govt. Aided and (iv) Deemed Universities.

Step 3: Choice filling and locking as per the candidate’s preference on streams [BAMS/BSMS/BUMS/BHMS/B.Pharm(Ay)] and Institute.

Step 4: Processing of seat allotment

Step 5: Publication of provisional result on the AACCC-UG portal

Step 6: Publication of final Seat allotment list

Step 7: Physical Reporting to the allotted college/institute with all original documents within the stipulated time as per schedule.

Round 2
Eligibility for participation

a) NEET(UG)- 2024 qualified candidates who have not registered in the 1st Round.

b) Candidates registered and participated in the 1st Round but were not allotted a seat. No need to register again

c) R-1 not joined candidates who have opted for free exit in the 1st Round.

d) Candidates joined the R-1 allotted seat and submitted willingness for up-gradation at the time of reporting during R-1.

e) Round 1 joined candidates who availed of free exit and filled choices till the last day of choice filling period for R-2 are eligible for seat allotment. (Free exit period for R-1 joined candidates is available till the date of announcement of the R-2 final result-excluding the final result date)

Process

Step 1: Registration for AACCC- UG Counseling. (The candidates who participated in 1st Round need not be registered again)

Step 2: Payment of Counseling Fee includes Non-Refundable Registration Fee + Security Money (Need not to pay by the candidates, those who already paid the counseling fee at the time of registration for 1st Round)

Round 3
Eligibility for participation

a) NEET (UG)- 2024 qualified candidates who have not registered in the 1st Round & 2nd Round. Need to register afresh.

b) Candidates who have already registered but were not allotted seats in the 1st Round & 2 nd Round. No need to register again.

c) Round 1 allotted candidates who availed of free exit.

d) Round 1 admitted Candidates who availed of Free Exit till the date of announcement of the R-2 final result (excluding the final result date).

e) Round 1 admitted candidates but not upgraded during R-2.

f) Round 1 admitted candidates but not upgraded during R-2 and availed of exit with forfeiture of counseling fees 3 days prior to the commencement of R-3 can participate in R-3 with full payment of counseling fees.

g) Candidates joined the R-1 allotted seats and submitted willingness for up-gradation but did not participate in the 2nd Round of counseling.

h) Candidates joined the Round-2 allotted/upgraded seat and submitted willingness for up-gradation in the 3rd Round.

i) Round 2 non-joined candidates who availed of exit with forfeiture can participate in R3 with full payment of counseling fees.

j) Round 2 joined candidates who availed of exit with forfeiture of counseling fees 3 days prior to the commencement of R-3 can participate in R-3 with full payment of counseling fees.

Process

Step 1: Registration for AACCC- UG Counseling. (The candidates who participated in 1st and 2nd Round need not be registered again)

Step 2: Payment of Counseling Fee (Non-Refundable Registration Fee + refundable Security Money). Those candidates who have availed exit with forfeiture of counseling fees need to pay complete counseling fees again for participating in the subsequent rounds.

Step 3: Choice filling and locking. The choices filled during the 1st & 2nd Round become null & void.

Step 4: Processing of seat allotment

Step 6: Publication of final Seat allotment list

Step 7: Publication of list of candidates who secured their AIQ-UG seats through R-1/R-2 till the date of announcement of R-3 final result and who have been allotted seats in R-3 are ineligible for any Ayush-UG Counseling 2024 (Central/State-UT). These candidates are ineligible to participate in other Ayush-UG counseling. In this regard, it is also informed that the candidates who withdraw their seats during the period between 3 days before the commencement of R-3 and till the date of announcement of R-3 final result (excluding the final result date) are ineligible for AACCC-UG Counseling due to non-compliance of AACCC-UG Counseling scheme 2024.

Step 8: Physical Reporting to the allotted college/institute with all original documents within the stipulated time as per schedule.

STRAY VACANCY ROUND FOR AIQG/AIQGA/CU/NI

The ASU & H- Govt./Govt. Aided colleges/ Central Universities(CU) / National Institutes(NI) seats and B.Pharm (Ay.) seats remain vacant (not joined/withdrawn) after the 3rd Round of AACCC-UG Counseling will continue to be filled through the online Stray Vacancy Round conducted by the AACCC, M/o Ayush.

The Deemed University seats that remain vacant after the 3rd Round of AACCC-UG counseling will be forwarded to the respective Deemed Universities for conducting online Stray Vacancy Round through the AACCC-UG portal.

Eligibility for participation

a) Only NEET (UG)- 2024 qualified candidates who have registered in the 1st/2nd / 3rd Round of AACCC-UG counseling are eligible to participate, provided that,- i. Candidates who have not been admitted to any of the seats through AACCC-UG counseling or counseling conducted by State/UTs.

b) Candidates who have not registered in the AACCC-UG counseling and have not been admitted to any of the seats through State/UTs counseling are eligible to participate after registration on the AACCC-UG Portal.

c) Round-1 non-joined candidate availed of Free Exit.

d) Round 1 admitted Candidates who availed of Free Exit till the date of announcement of the R-2 final result (excluding final result date).

EligibilityRegistered candidates who opted for ‘Deemed University’ as ‘selection of counseling’ on the AACCC-UG portal and not in the final list of ineligible candidates published by AACCC, M/o Ayush on the portal are eligible.
Non-eligibilityCandidates who have been admitted through any previous rounds of AACCC-UG Counseling and State/UT counseling and in the final list of ineligible candidates published by AACCC, M/o Ayush on the portal are ineligible to participate in the SVR-DU of AACCC-UG Counseling.

•AACCC, MoA forwards the list of eligible registered candidates to the Deemed University for conducting the SVR-DU counseling process through the AACCC-UG portal.

•The final list of ineligible candidates will also be sent to the Deemed Universities to prevent them from participating in the SVR-DU counseling process conducted through the AACCC-UG portal.

•For seat allotment under Deemed Universities, the online Stray Vacancy Round will be conducted by the respective Deemed Universities through the centralized AACCC-UG counseling portal.

•The Choice-filling option on the AACCC-UG Portal is not available for candidates seeking admission to the Deemed University in the online SVR-DU. (Candidates need to approach respective Deemed Universities for allotment of seats in the online SVR-DU conducted through the AACCC-UG portal.)

•These seats are domicile-free, which means no reservation is applied on the seats under Deemed Universities.

State Quota

Candidates eligible for WB State Quota UG seats through NEET UG 2024 must have a domicile in West Bengal, either personally or through their parents. They need to download the domicile certificate proforma from wbmcc.nic.in, fill it out, and obtain the necessary signatures and stamps. During document verification at the allotted college, they must present the original certificate. Successful verification, along with all required documents, is essential for consideration for the State Quota seat.

The types of domicile certificate proforma that are uploaded in the website https://www.wbrncc.nic.in is described herewith:-

  • Proforma a1: Residential/Domicile Certificate for candidates residing in the State of West Bengal continuously for at least the last 10 years as on 31*° December of 2023. They must also have passed both class 10/equivalent and class 12/equivalent from the State of West Bengal.
  • Proforma a2: ResidentiaI/Domicile Certificate for candidates residing in the State of West Bengal continuously for at least the last 10 years as on 31*t December of 2023 where the candidate has passed10+2 Examination in the year 2024 from West Bengal.
  • Proforma b: Residential/Domicile Certificate for candidates NOT residing in the State of WB continuously for at least the last 10 years as on 31.12.2023 (for that matter passed either class 10 or class 12 or both from outside West Bengal) but whose parent/s are permanent resident/s of West Bengal having their permanent home address within West Bengal and living continuously for at least last 10 years in West Bengal as on 31*' December of 2023.

Domicile Certificate obtained from the West Bengal e-district portal(https://edistrict.wbov.in/PACE) will also be accepted as the proof of domicile provided the clause shall remain as stated above for the proforma a1 or proforma b, as applicable.

In case proforma b or e-district domicile of the parent is furnished, it is required to produce any two of the following original ID proof (Voter ID card, Aadhar Card, Passport) of the concerned parent during the stage of document verification where the said ID cards show that the residential address is in West Bengal.

Proforma a1 or b must be signed and certified by any of the following competent authorities of State Govt. or Central Govt. having local jurisdiction of the place of permanent residence of the candidate or the parent as the case may be e.g.:-

  1. District Magistrate, Additional District Magistrate, Deputy Magistrate, DeputyCollector, Sub Divisional Officer, Block Development Officer.
  2. Superintendent of Police, Additional Superintendant of Police, Deputy Superintendant of Police, Sub Divisional Police Officer.
  3. Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner, and Assistant Commissioner of Police Commissionerate.
  4. Judicial Magistrate of any rank or position in the concerned district or Metropolitan locality or Hon'ble High Court at Calcutta or Hon'ble SupremeCourt of India.
  5. Corporation area: Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner, and Assistant Commissioner.
  6. Assistant Secretary or above in the Secretariat of Govt. of West Bengal (including GTA) or CentralGovt.
  7. Deputy Director or aôove in the Directorate of Govt. of West Bengal or CentralGovt.

Every official certifying the domicile status of the candidate or parent must provide his/her FULL NAME, DESIGNATION, PLACE OF POSTINGWITH ADDRESS, LANDLINE MOBILE Number. He/she should also provide his/her identity card number if available. Certification from any other authority other than those enumerated above will not be accepted.

Domicile certificates issued by the people's representative like a Councilor of Municipal Corporation/Municipality, Member of a three-tier panchayet system or GTA, Member of the Legislative Assembly, or Member of Parliament are not accepted.

Proforma a2 must be signed and certified by the Head Master/Principal/Director/ Head of the Institution in the State of West Bengal from which the candidates have passed 10+2 Examination in the year 2024 only.

Required Documents For State Quota seats under WBMCC:

  1. Candidate Profile Letter and payment receipt generated online after successful payment.
  2. Domicile certificate (a1, a2, b) or having a valid domicile certificate from the e-district website.
  3. Valid Voter card/Aadhar card/Passport of parents in case of domicile certificate of a parent is given showing address as West Bengal (any 2 of the three ID cards as mentioned above).
  4. Caste Certificate as applicable (issued in the State of West Bengal).
  5. NEET UG 2024 admit card.
  6. NEET UG 2024 Rank card.
  7. PwD certificate issued/verified through online link provided by MCC, DGHS, Govt. of India from IPGMER Kolkata as applicable.
  8. Age Proof (age should be 17 years by 31.12.2024)
  9. Class 10+2 mark sheet for verification of marks
  10. Medical Certificate (from RegisteredMedical Practitioner)

The counseling steps in:

Round 1 counseling: -

  • It may be mentioned that individual eligible and NEET UG 2024 qualified candidates can do Online Registration – Online application fee Payment -- Candidate Profile letter generation --Physical document verification at the College level as designated by NIC software --choice filling – Choice Iocking – Seat allotment by the Software as per Inter se merit Another Round of Physical Document Verification at the Allotted College Level-admission at the allotted college level.
  • It is hereby further mentioned that after the choices are placed and saved, the choices shall have to be locked by the candidates as only the locked choices for that particular round shall be processed for seat allotment as per inter-se-merit of the candi¢iates.
  • After the generation of the CandidateProfile letter, candidates can view the names of their colleges along with the date and time slot for Physical document verification. They need to attend the physical document verification physically and mandatorily at the designated date and time slot and designated College with original credentials and one set self-attested photocopy of documents for document verification.
  • Any candidate who fails to attend the physical document verification which is mandatory for all registered candidates, will not be allowed to participate in the counseling process for the current round as well as subsequent round(s) unless they make the fee payment again and generate the candidate profile for the next round of counseling.
  • After successful verification, the candidate shall be handed over server-generated successfully verified, and accepted certificate. Candidate must be vigilant to obtain the server-generated verified certificate from the designated verification venue else no claim shall be entertained later on. The verification certificate shall also be available in the candidate login once verified. A provisional list of successfully verified candidates will be published.
  • Once successfully verified such a candidate has to get admitted to the college and the college authority shall hand over the system-generated admission letter to the admitted candidate. During admission, the candidate has to submit the original documents in the college and obtain the receipt for the submitted original documents.
  • During the admission process of round 1, the allotted candidate shall be asked to provide willingness for participation in subsequent rounds at the allotted college. If the willingness is affirmative, then only the candidate remains eligible to participate in Round 2. The candidate, who provides willingness for subsequent round, shall be allowed to deposit the admission fee only to the college authority at the time of admission.
  • The Registered candidate who has not been allotted in Round 1/ not provided choice in round 1/ not reported in round 1 allotted college/ cancelled during document verification at the allotted college but still remained eligible with the changed status/ allotted and admitted in Round 1 and provided willingness for subsequent round are allowed to participate in round 2 along with provision of fresh registration for NEET UG 2023 qualified and eligible candidates who have not registered in earlier round.
  • The candidates who have not qualified in NEET UG 2024 as per the cut off marks are not allowed in counseling process. If cut off is subsequently reduced then only such candidates shall be allowed for counseling as per revisedcut off providedby NTA/Govt. of lndia.

Round 2 counseling:-

  • Already verified candidate in Round 1 who have filled up choice in round 1 and were allotted and admittedin Round 1 and providedwillingness for participation in Round 2 are allowed to participate in round 2.
  • Already verified candidates in Round 1 who filled up choice in Round 1 but were not allotted in Round 1 due to inter se merit position are allowed to participate in Round 2.
  • Candidate who was NEET UG 2024 qualifiedand successfully verified and accepted in Round 1 but failedto provide choice during Round 1 are allowed to participate in Round2.
  • The candidates, who were allotted in Round1 but were not reported in the allotted institute for admission, are allowed to participate in round 2 without fee payment.
  • The opportunity for Fresh Registration, Application, Fee payment, Candidate profile slip generation, Physical document verification for eligible and qualified NEET UG 2024 candidates who have not done it during round 1 counseling due to any cause, shall be again allowed during round 2 counseling.
  • The candidates, whose allotted seats were cancelled in round 1 due to inadequate documentation but still remained eligible for subsequent round with changed candidature, are directly allowedto fill choicein subsequent round.
  • The candidates who failed in the pre-allotment Physical Document Verification, or did not appear in the physical document verification process in earlier round(s) may make the fee payment again and download the candidate profile letter to appear for the physical document verification. Such candidates, if verified successfully and accepted during the verification, wifi be aliowed to participate in the current roundof counseling.
  • Non verified candidatetill Round 2 or, candidate who hasnot filled up choice in Round 2 is not allowed in Round 2 counseling.
  • Candidate who have got admission in Round 1 and not provided willingness to participate in Round 2 during the admission process at the allotted institute, are not allowed in Round 2 counseling.
  • The candidates who have surrendered seats after admission in round 1 or Round 2 are not allowed to participate in any further round of counseling. They are out of the counseling process.
  • The willingness for participation in subsequent round shall also be available during round 2 admissions.

Round 3 Counseling:-

  • The opportunity for Fresh Registration -> Application Fee Payment -> Candidate Profile letter generation -> Physical documentverification at College level as designated by NIC sofiware -> Choice filling (after successful verification) -> Choice locking, who have not done it during round 1 and round 2 counseling due to any cause, shall be again allowed during Round 3 counseling.
  • The successfully verified candidates, who remain not allotted till round 2, are allowed to participate in Round 3 straight away by fresh choice filing; they do not need to pay the counseling fee again.
  • Already successfully verified candidatein Round 1 or Round 2 who failed to provide choice during the round/s are allowed to participate in Round 3, they do not need to pay the counseling feeagain.
  • The candidates who failed in the Pre allotmentPhysical Document Verification as mentioned in page no 9 or did not appear in the physical document verification process in earlierround(s) may make the fee payment again and download the candidate profile letter to appear for the physical document verification. Such candidates, if verified successfully and accepted during the verification, will be allowed to participate in the current round ofcounseling.
  • The candidates, whose allottedseats were cancelledin round 2 due to inadequate documentation but still remained eligible for subsequent round with changed candidature, are ailowed in Round 3 counseling for fresh choice filling.
  • Already verified candidate in Round 2 who have filled up choice in round 2 and were allotted and admitted in Round 2 and provided willingness for participation in round 3 of counseling are allowed to participate in round 3 of counseling.
  • The candidates who remain not reported in the allotted college during round 2 counseling are allowed to participate in Round 3 counseling after payment of counseling fee once again.
  • During the Physical documentverification process if a candidate failsin document verification and wants to initialize their application, then such can be allowed in Round 1 or Round 2.
  • Registered candidate who have not filled up choice in Round 3 are not allowed in Round3 counseling.
  • The candidates, who remain admitted in Round 3 counseling, are not allowed any further for participation in further round of counseling. They are not allowed to surrender their seats during the counseling process as stateci earlier.
  • The candidate who remains not reported in Round 3 after allotment are not allowed any further in counseling process and they are out of the counseling process. No option for choice up gradation is allowed in this round.

Online Stray Vacancy Round Counseling:-

  • The opportunity for Fresh Registration (both for new coming candidates, candidates who could not produce a valid document and initialized candidates in the previous round who still otherwise remain eligible as mentioned in page no 9) is allowed during this Round of counseling or due to lowering of cutoff by NTA/Govt. of India new sets of candidates become freshly eligible (if any).
  • Registered but Non allotted candidates till Round 3 are directly allowed to participate in this round; they do not need to pay the counseling fee again.
  • The candidates who remain not reported during Online Stray Vacancy Round counseling are out of the Counseling process.
  • Candidates who have admitted/joined the allotted seat in Online Stray Vacancy Round are not allowed to surrender their seats during the counseling process as stated earlier.They are not allowed to appear in the counseling process any further. No option of choice up-gradation is allowed in this round.
