The Directorate of Technical Education (DTE), Government of Goa, has prepared this prospectus to provide comprehensive information regarding admissions to the First Year of Professional Degree courses in the State of Goa. This prospectus outlines the Common Entrance Test and the admission procedures applicable to Government, Government-aided, and unaided colleges offering Bachelor’s degree programmes in Architecture, Dentistry, Engineering, Medicine (Allopathy, Homoeopathy, and Ayurveda), Pharmacy, Allied Health Sciences, Nursing, and Naturopathy and Yogic Science. In addition, the Directorate of Technical Education is authorised to conduct and process admissions for certain categories of seats, for which separate prospectuses are issued.

Eligibility: The applicant must have passed the Higher Secondary Certificate (Std. XII) examination conducted by the Goa Board of Secondary and Higher Secondary Education or an equivalent examination, with English as a compulsory subject, and must have secured a minimum of 50% aggregate marks in Physics, Chemistry, and Biology taken together. The applicant should have passed the Higher Secondary School Certificate examination of the Goa Board, the Central Board of Secondary Education (CBSE), New Delhi, or any other examination that is considered equivalent in scope and standard to the H.S.S.C. examination of the Goa Board, and must have obtained the minimum percentage of marks in the prescribed subjects as specified for admission to the respective professional courses.
NATIONALITY: Admission to professional courses in State of Goa is open to Indian nationals fulfilling the eligibility criteria under various categories. Non-resident Indians holding Indian passport may apply for seats reserved under NRI category. Overseas Citizens of India (OCI) /Persons of Indian Origin (PIO) cardholders are considered eligible for admissions to seats under NRI Category.
AGE: An applicant to Degree courses in Medicine, Dentistry, Homoeopathy, Ayurveda, Allied Health Science, B.V.Sc.&A.H., Nursing and BNYS must have completed the age of 17 years on or before 31st December of the academic year of admission to become eligible for admission to First Year. No age limit, minimum or maximum, is specified for admission to Engineering and Pharmacy Courses.
QUALIFYING EXAMINATION & MINIMUM MARKS: The applicant must have passed the Higher Secondary School Certificate (Std. XII) examination conducted by the Goa Board of Secondary and Higher Secondary Education, the Central Board of Secondary Education (CBSE), New Delhi, or any other examination deemed equivalent in scope and standard to the H.S.S.C. examination of the Goa Board, with English as a compulsory subject. The applicant must have secured a minimum of 50% aggregate marks in Physics, Chemistry, and Biology taken together; however, the minimum required aggregate shall be 40% for applicants belonging to the SC, ST, and OBC categories, and 45% for applicants belonging to the Persons with Disabilities (PwD) category, specifically for admission to the MBBS and BDS courses.

CERTIFICATES AND TESTIMONIALS: Self-attested photocopies of relevant certificates and testimonials should be attached to the Application Form and the same shall be tick marked in the checklist, on the form.

OTHER INSTRUCTIONS: The application forms, original documents, and bank receipts of fees paid shall remain in the custody of the Admission Committee through the representatives of the respective institutions until the completion of the second or any subsequent round of admissions, if conducted. The bank receipts shall not be encashed during this period to facilitate on-the-spot refund of fees in cases of vertical mobility. The Heads of the respective institutions shall be solely responsible for the refund of fees, and fee receipts shall be issued by the concerned institutions, if required. The Admission Committee nominees from each institution shall be responsible for reporting all vacancies, cancellations, and fee payment details of admitted candidates to their respective institutions. After the completion of the second or subsequent admission rounds, any refund of fees shall be processed by the Principal of the institution, who shall ensure that the refund is made within 15 days from the date of cancellation upon receipt of a valid refund request. The Admission Committee shall be responsible for transferring application forms and original documents of applicants between institutions in cases of vertical mobility during the admission process. All hostel-related fees and deposits shall be paid to and refunded by the Heads of the respective institutions only, and no correspondence in this regard shall be made with the Directorate of Technical Education (DTE). In the event of any legal dispute concerning fee refunds, neither the Directorate of Technical Education nor the Admission Committee shall be a party to the dispute, except for providing clarification of the applicable rules.
GUIDELINES FOR MERIT LIST: Eligibility for admission and preparation of the merit list for these courses shall be based on the applicant’s performance in the NEET (National Eligibility cum Entrance Test) UG-2025 conducted by the National Testing Agency (NTA), using the NEET UG-2025 All India Rank, percentile, or score card, as applicable. For these courses, the eligibility conditions and merit list criteria prescribed by the respective regulatory authorities shall be strictly followed.

Eligibility Criteria: Eligibility for admission to an Ayurveda Post-Graduate broad specialty course shall be in accordance with the regulations and guidelines issued by the National Commission for Indian System of Medicine (NCISM) from time to time and the criteria prescribed under the All India AYUSH Post-Graduate Entrance Test (AIAPGET). The candidate must possess a Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S.) degree awarded by Goa University or any other university, or its affiliated Ayurveda colleges, recognized by the National Commission for Indian System of Medicine. The candidate must have completed the one-year Compulsory Rotatory Internship at an NCISM-recognized Ayurveda college on or before the last date prescribed for submission of the application, must hold a valid registration certificate issued by the CCIM/NCISM or the respective State Council, and must have appeared in and qualified the AIAPGET of the relevant year conducted by the National Testing Agency (NTA).

Procedure for admission to State quota seats of Ayurveda Post Graduate Degree course. The procedure for admissions shall be as under:-
Number of seats and admissions: The number of seats for Post-Graduate courses in Ayurveda shall be determined in accordance with the directives of the National Commission for Indian System of Medicine (NCISM) and Goa University, and admissions shall be advertised once every year with counselling rounds conducted as per the schedule notified from time to time. Admission to State Quota Post-Graduate Ayurveda courses shall be through a common counselling process based solely on the merit list prepared from the All India AYUSH Post-Graduate Entrance Test (AIAPGET) conducted by the National Testing Agency (NTA), with multiple rounds held as required. All rounds of counselling for State Quota seats shall be conducted by the designated Counselling Authority in strict compliance with the NCISM Act, 2020, the relevant regulations thereunder, and the norms prescribed by the Government of Goa and Goa University, and no institute shall admit candidates directly. In specialties with an even number of Post-Graduate seats, the seats shall be equally divided between the All India Quota and the State Quota, while in specialties with an odd number of seats, one additional seat shall be alternately allocated to either the All India Quota or the State Quota on a year-to-year basis. The NTA shall conduct the AIAPGET for Post-Graduate courses in Ayurveda under the Indian System of Medicine, the AYUSH Admissions Central Counselling Committee (AACCC) shall conduct counselling for All India Quota seats by issuing the applicable guidelines and schedules, and the Directorate of Technical Education (DTE), Government of Goa, shall conduct counselling for State Quota seats in accordance with the published guidelines, the NCISM Act, 2020, and the norms of the Government of Goa.
General Instruction: All admission-related notifications shall be published on the website of the designated Counselling Authority, namely the Directorate of Technical Education (DTE), Government of Goa (www.dte.goa.gov.in), and notices regarding such notifications shall also be published in at least three widely circulated local newspapers in English, Marathi, and Konkani, with the DTE issuing the admission-related advertisements. The fees payable to the respective institutions shall be notified at the time of counselling, and all admitted candidates shall additionally pay a DTE admission fee of ₹2,000, subject to revision. Every candidate admitted to an Ayurveda Post-Graduate Degree course shall be required to execute a bond and agreement in the prescribed form as decided by the institution and shall mandatorily participate in all academic and clinical activities, including clinics, seminars, journal clubs, and departmental discussions. Post-graduate students are required to maintain good conduct, adhere to the rules of discipline of the college and the university, attend courses regularly, and comply with the regulations of the hospital, college, and hostel, failing which their registration for the post-graduate degree may be cancelled. Applicants must ensure strict compliance with the eligibility criteria as per the AACCC counselling scheme, and any candidate found to have furnished false information, documents, or certificates, or to have concealed material facts, shall be debarred from admission or, if already admitted, shall have the admission cancelled without prejudice to any further disciplinary action under the applicable rules. A candidate already registered for an Ayurveda Post-Graduate Degree course who seeks to cancel the registration before fulfilling the course requirements shall not be eligible for fresh registration in another Ayurveda post-graduate subject. All original documents submitted at the time of admission shall remain in the custody of the institution until completion of the course and satisfactory fulfillment of the service obligations under the bond, and in any matter not specifically covered by these rules, the decision of the DTE shall be final and binding on the candidate.
Merit list preparation: A single merit list for admission to State Quota seats in Post-Graduate Degree courses shall be prepared by the designated Counselling Authority of the Government of Goa based on the rank or marks obtained by eligible candidates in the AIAPGET for the relevant academic year. The number of seats available across various specialties and the distribution of seats among different categories shall be notified at the time of counselling, in accordance with the seats approved by the National Commission for Indian System of Medicine and Goa University, as applicable. The merit list shall also clearly indicate the reservation categories of candidates, namely SC, ST, OBC, PwD, and EWS, wherever applicable. Preference in the merit list shall be given in the following order: candidates who have completed their BAMS degree from Goa University and have satisfactorily completed their full internship at an Ayurveda college affiliated with Goa University; followed by candidates who have completed their BAMS degree from Goa University and their internship from an NCISM-recognized Ayurveda college outside Goa; followed by candidates who have completed their BAMS degree from an NCISM-recognized Ayurveda college not affiliated with Goa University and have completed their internship at an Ayurveda college affiliated with Goa University; and lastly, candidates who have completed both their BAMS degree and internship from an NCISM-recognized Ayurveda college not affiliated with Goa University. Applicants belonging to the SC, ST, OBC, PwD, and EWS categories who satisfy the prescribed criteria under Group-I shall be considered for seat allotment as per the applicable reservation table, while in Groups II, III, and IV, Goan native candidates shall be placed higher in merit over other eligible applicants. All seats shall initially be allotted from the Group-I merit list, and the merit lists of Groups II, III, and IV shall be operated sequentially only after the Group-I list is exhausted and vacant seats remain. Seat allotment shall be carried out by the Admission Committee strictly on the basis of merit and the choices exercised by candidates, ensuring that each applicant is allotted the highest possible preference according to merit, which shall be final and binding. Candidates are required to submit fresh course choices for each round of counselling, and those who fail to do so for any round shall not be considered for allotment in that round. The allotment list shall be published on the official website, and candidates must report to the allotted institution within the stipulated time to complete all formalities, including payment of fees, failing which the allotted seat shall stand cancelled. Once the seats in any category are fully allotted, candidates of that category shall not be considered for further allotment in that category during the same round. Any seats remaining vacant under the PwD category shall be de-reserved and merged with the respective GEN, SC, ST, or OBC category, and seats remaining vacant due to non-availability of eligible candidates under SC, ST, OBC, or EWS categories shall be offered to candidates from the General category. The Designated Counselling Authority or Admission Committee may conduct additional rounds of allotment, as required, based on the vacancy position and in accordance with NCISM/AACCC guidelines, and reserves the right to modify or amend the admission or allotment procedure at any stage to ensure the smooth conduct of the process.
